The United Kingdom and US have imposed sanctions on a global syndicate operating from Southeast Asia, allegedly orchestrating large-scale online scam operations that are suspected of using trafficked workers to defraud individuals around the world.
This criminal enterprise has expanded in the past few years, especially in parts of Cambodia and Myanmar where hundreds of thousands have been duped by false job adverts and then coerced to carry out online fraud, such as romance scams, often under the threat of physical harm.
The United States Treasury stated it had taken what it described as the most significant measure to date in south-east Asia, focusing on over a hundred individuals associated with the so-called organization, which the UK also penalized.
Those targeted comprise the leader of the Prince group, Chen Zhi, as well as more than a dozen individuals connected to his commercial activities throughout south-east Asia and the Pacific.
Based on official statements, the individual in question, thirty-eight, also referred to as âVincentâ, is the leader and establisher of Prince Holding Group (Prince Group), a global corporate entity headquartered in the Southeast Asian nation which, as per its online presence, is centered around âreal estate development, financial services and retail offeringsâ.
On October 14, US authorities stated that Chen, who is still evading capture, had been indicted for conspiracy to commit fraud and conspiracy to launder money for directing the group's activities of forced labour scam compounds across Cambodia.
His swift rise to riches has gained him significant political influence, including alleged consulting positions to Cambodiaâs prime minister. The individual, a native of China from 1987, is believed to have bought citizenship in Cyprus and Vanuatu, and is also a citizen of Cambodia.
The US justice department alleged individuals had been forcibly detained in the fraudulent operation centers linked with the group and made to engage in a range of deceptive practices that stole billions of dollars from victims in the United States and globally.
As part of the investigation into Chen, the US and UK have confiscated $15 billion (ÂŁ11.3bn) in bitcoin and frozen properties in London.
The seized assets are thought to include a ÂŁ12m mansion on a prestigious street, one of the costliest locations in London, a ÂŁ95m commercial building on a key financial avenue in the center of the London's banking area, and multiple apartments in downtown London.
âNow the Federal Bureau of Investigation and allies executed one of the largest financial fraud takedowns in recorded time,â said FBI director Kash Patel in a announcement about the measures.
Based on the US assistant attorney general, the accused was the supposed âmastermind behind a vast cyber-fraud empire operating under the Prince Group umbrellaâ. He was placed on a US sanctions list this month alongside more than a dozen other individuals believed to be participating in his commercial network.
Over a hundred business entities â registered in Cambodia, Singapore, Hong Kong and Taiwan and more â were also added to a blacklist because of suspected connections to the leader.
A representative from Cambodia's government told media outlets that the authorities would cooperate with foreign nations in the legal proceeding against Chen.
âWe are not protecting persons that break regulations,â he said. âHowever, this does not imply that we blame the group or its leader of committing crimes similar to the claims made by the United States or UK.â
Despite the unprecedented tranche of sanctions, analysts say the scam industry is still enormous, with the United Nations calculating in 2023 that about 100,000 people were being forced to execute internet fraud in the nation, as well as at least one hundred twenty thousand in the neighboring country and tens of thousands in other Southeast Asian states.
